Introduction to the Employer Pension Guide (EPG)
1.1.1. The EPG tells you what you as an employer need to know about Civil Service pensions arrangements. It explains the role and responsibilities that you have to your staff, to your scheme administrator and to the schemes’ managers.
1.1.2. The EPG replaced the Personnel Managers Guide to Pensions and Compensation. It reflects the major changes in Civil Service pension arrangements, both in the range of options available to your staff as scheme members and in the way that the schemes are administered.
1.1.3. There are 6 main schemes:
- classic plus
1.1.4. Section 3 of this guide gives details on each of the schemes. MyCSP carry out the bulk of the scheme administration, but employers still have a vital role to play. The EPG gives you information about how you, as an employer, will need to interact with MyCSP.
Purpose of the guide
1.1.5. The Civil Service pension and compensation arrangements are an important part of the benefits package for civil servants. The arrangements give a wide range of benefits, from the basic retirement benefits to the arrangements for members who leave early or who die in service. This guide provides information for employers on Civil Service pension and compensation arrangements and identifies action points.
The four aims are to:
a. give the options available to departments in:
- using the Civil Service pension and compensation arrangements as a management tool;
- aiding recruitment and retention of staff; and
- raising staff awareness of the value of available provisions
b. set out the actions you need to take when recruiting a new employee.
c. show you when to get involved during the employee’s service or when they leave your employment.
d. set out your responsibilities when answering enquiries from employees about pension and compensation arrangements. This includes the procedure for dealing with disputes.
Important note: all previous references to PCSPS are now CSP (Civil Service Pensions).
How to use this guide
1.1.6. We have designed the EPG as a Framework document to give information and action on Civil Service pension and compensation arrangements. We see it very much as a working document that can be updated with little disturbance to the main text of the guide.
1.1.7. We intend the guide to complement your internal departmental instructions. Where you need additional information on a subject we generally advise you to contact MyCSP unless we state otherwise. MyCSP will be able to give more detailed information from other publications where appropriate, including the various scheme rules. For this reason we do not generally refer in this guide to other publications because we want the guide to be a useful tool in its own right.
1.1.8. The guide concentrates on how you must use the Civil Service pension and compensation arrangements, and the actions you need to take. With this in mind, we provide checklists throughout the guide, which we hope you will find useful.
Civil Service Management Code
1.1.9. The Civil Service Management Code sets out the regulations and instructions to departments and agencies on civil servants’ terms and conditions of service. This guide contains some of that material but only in summary form. There are no cross-references to the Code in this guide but you should refer to the Code in the following circumstances:
- normal pension age (Section 7);
- compulsory and flexible early retirement and severance (Section 6.3);
- dismissal for inefficiency (Section 6.2);
- injury on duty (Section 5.1.14).
1.1.10. The EPG contains 13 separate sections. They are designed to be used on their own without you needing to refer to the other sections; although you will at all times want to bear in mind the contents of Section 2, which explains your roles and responsibilities.

Important note: please note that the EPG is a ‘living document’ and will be updated regularly, such as the numerical tables. Changes will be announced using Employer Pension Notices (EPN). The changes will be incorporated as each section of the EPG is updated on the website.
