Alan Pickering

Non Executive Chair

Alan was appointed as CSPB Chair in March 2023, for a period of 3 years. Alan has worked at the interface of Pensions and Politics for more than 40 years. He has chaired representative bodies within both the UK and Europe. He has been a member of the Occupational Pension Board and was a member of the TPR Board. Alan was the inaugural Chairman of the Governance Committee for the Royal Mail Statutory Pension Scheme relinquishing this post in March 2022 when he reached the permitted limit on such appointments. He is currently a Trustee of a number of Pension Schemes.

Lorna Merry

Member Nominee

Lorna works for HMRC having joined the then Inland Revenue as an AA in the Collection Service in 1991. After graduating, she moved to Investigation work in 1999 and trained as an Inspector of Taxes. Lorna was first elected to a senior PCS role in 2005 as a member of the HMRC Group Executive and has served on the PCS National Executive since 2009 and has been PCS President of the HMRC Group since 2014.

David Howdon

Member Nominee

David was appointed to the board in 2015. He is an economist in the Department of Work and Pensions currently working on welfare reform and previously worked on private pensions and automatic enrolment. He is a member of the FDA’s Executive Committee.

Karen Watts

Member Nominee

Karen has been a civil servant for 26 years. Karen works as a legal adviser based in a Magistrates’ Court having undertaken the Bar Vocational Course in 1993/94. Karen is a member of PCS’s National Executive Committee and an Assistant Group Secretary within the Ministry of Justice group. Karen’s lead areas for the group include Crime and Criminal Courts, Learning and Development and Apprenticeships.

Jayne Beeslee

Member Nominee

Jayne joined the CSPB in October 2019 as Member Nominee. Jayne has over 34 years’ HR experience and has held senior roles in several Government departments and Agencies and related Public bodies. Jayne is a Fellow of the Chartered Institute of Personnel & Development, and is currently a Deputy Director working for the Welsh Government as a Strategic OD and HR Partner. Jayne is also a member of the Prospect union.

Sir Adrian Johns

Non-Executive Member

Sir Adrian joined the CSPB in late 2017 following a 40-year public service career in the armed forces and, latterly, the FCO. He has numerous charitable interests and is also a member of the Senior Salaries Pay Review Body.

Shrinivas Honap

Non-Executive Member

Shrin was appointed to the CSPB as a Non-Executive Member on 1 April 2021. Shrin is a Chartered accountant by profession and served with Vodafone, Capita, KPMG and Egg during his executive career. Shrin currently holds a portfolio of Non Executive roles, including Chair at the Driver and Vehicle Standards Agency, Office of the Public Guardian audit chair both due to end this summer. In addition he serves as the Audit Chair for the Rural Payments Agency, UKAEA and Low Level Waste Repository Limited. He also serves as a lay member for the Speakers Committee on Independent Parliamentary Standards Authority. Shrin has recently been appointed as a Panel Member of the Pensions Determination Panel which operates as an independent part of the The Pensions Regulator and is a panel member for the Competitions and Markets Authority.

Tony Clare

Non-Executive Member

Tony was appointed to the CSPB as a Non-Executive Member on 1 March 2021 having recently retired from Deloitte from a career spanning over 30 years in the pensions industry. Tony was a Pension Partner for both KPMG LLP and Deloitte LLP for 19 years in total. He was a Deloitte Board Member for the last three years of his career. Tony has experience in both defined benefit and defined contribution pension schemes specialising in pensions consultancy for both the Private and Public Sector. Tony was instrumental in the forming of NEST. Tony also designed the rescue scheme for the BHS pension arrangements and worked on the pension arrangements on the privatisation of the UK's Civil Nuclear Industry.

Lesley Davie

Non-Executive Member

Lesley was appointed to the CSPB in October 2017 and has over 30 years senior pensions management experience. Lesley is a Fellow of the Pensions Management Institute, and a Fellow of the Chartered Institute of Personnel and Development.

Jonathan Russell

Employer Nominee

Jonathan joined the CSPB as an employer nominee in March 2016. He has been Chief People Officer at the Valuations Office Agency since April 2018. Before this, he was HR Director for the Department for Work & Pensions.

Jon Grayson

Employer Nominee

Jon is Deputy Director, Cabinet Office AFC (Finance control & operations), this role directs the holder to become a member of the CSPB.  Jon joined the CSPB in October 2022.

Nicola Bettesworth

Employer Nominee

Nicola Bettesworth joined the CSPB as an employer representative in December 2021. Nicola currently works for DEFRA Group as a HR Director. Nicola is a professionally qualified HR practitioner and has also run a large front-line operational command in the UK Border Agency (UKBA), where she was responsible for immigration and customs controls at 2 UK airports.

Simon Claydon

Ex Officio Member

Simon joined the Cabinet Office in May 2023 as Pay, Policy and Pensions Director within CSHR/GBS.  Simon was previous HR Director in the Department for Levelling Up, Housing and Communities.  Simon joined the CSPB as an ex officio member in June 2023.

Chris Westwood

Ex Officio Member

Chris joined the CSPB as an ex officio member in June 2023. Chris is the Group Chief Internal Auditor of the Government Internal Audit Agency (GIAA) responsible for the audit programmes for the Cabinet Office and HM Treasury. Chris will report to the Board on audits commissioned by the scheme, as well as bringing further knowledge and expertise to the Board including best practice around risk management, control and governance.
